On 29.08.2017, Sri Sahaji Charan Biswal, Forest Range Officer, Brahmagiri Range, under DFO, Wild Life, Puri was caught red handed by the Officers of Vigilance, Bhubaneswar Division, while demanding and accepting illegal gratification of Rs.35,000/- from the Complt. Sri Niranjan Pradhan, S/o Bhuban Pradhan of Gola Sahi, P.S-Sadar, Puri to request the Asst. Conservator of Forest, Puri (addl. charge of Brahmagiri range) to issue timber transport permit in his favour for transportation of 07 trips of casuarinas (jhaun).
The gist of the case of that Sri Gurudatta Palei had planted casuarinas in his recorded land. He had authorized the complainant Sri Pradhan to cut the trees and sale the same at different places. Accordingly, he cut the entire casuarinas and sold 44 trips after obtaining TT permits from the ACF, Puri through the accused Sri Biswal, Range Officer. About 05/07 days back, he requested Shri Biswal for issuance of TT permit for transportation of rest 07 trips of casuarinas, who demanded Rs.35,000/- to influence the ACF, Puri for issuance of TT permit. Despite repeated request, Sri Biswal did not listen and sticked to his demand. Finding no other option, he reported the matter to S.P, Vigilance, Bhubaneswar Division for necessary action.
Accordingly, a trap was laid on 29.08.2017 at about 07.05 P.M. The accused Sri Biswal was caught red handed while demanding and accepting bribe of Rs.35,000/- from the Complainant in front of the O/o DFO, Wild Life, Puri. After receiving the amount, the accused was trying to leave the place with the tainted money in a Bolero bearing regd. No.OR-02-V-1323, but he was detained and the bribe money was recovered from his possession. Both hands wash of Sri Biswal gave positive chemical reaction confirming acceptance of bribe. Search of his residential house at Samantarapur, Bhubaneswar is in progress. Sri Biswal has been arrested and will be forwarded to the court in custody.
In this connection, Bhubaneswar Vigilance P.S. case No.39 dt.29.08.2017 U/s 7 P.C. Act, 1988 has been registered.
