OSCB seeks Government grants to maintain its banking status but the Board members and MD are making pleasure trips.

Government in Cooperation Department asked the Registrar of Coop societies to seek permission in the proper manner before the Malaysia visit whereas the MD , President and Directors did not bother to seek permission.  Since vigilance cases are pending against Tushar Panda , MD OSCB in connection with irregular financing to Bijayananda Coop Sugar Mills etc it is mandatory for him to furnish clearance of vigilance and police authorities before making foreign tours.

President, MD, members of committee of management of OSCB and presidents of DCCB are attending Cooperative training programmes on farmers development with family members in Frankfurt (West German), Vatican City, Vietnam, Bankok, Pattaya, Kualalmpur (Malaysia) at the cost of public funds without grant of permission either from RCS or State Govt for the visits to foreign countries.

Usually OSCB claims that such visits are promoted by a Coop federation called NAFSCOB but in reality the entire cost of such visits including boarding and lodging are paid by OSCB as training cost in advance .

Surprising when OSCB is reeling under such financial crisis for which State Govt is providing huge financial assistance out of public funds to improve capital base of the Bank and retain its minimum CRAR to retain its banking license OSCB is spending huge sum of money on foreign tours in the disguise of Cooperative Training. Malaysia is not known for major cooperative ventures.
